Long time ago it was set in stone that if you lost faction with either scale or storm you lost your aug for all eternity and you couldnt do the quest again (redoit). This was said by Wiz.
Allielyn put in the whole lore discussions that why would you regain the glory of scale or storm after killing their race. It was something like "oh you killed my father and brought its head to my greatest enemy and now i should like you?"
Both Wiz and Allielyn are long gone from this server.
So why not make a 3rd option cause there is a faction we havent mentioned.
The Shadow Dwarves. Since they are sided with giants and hate the scale.
The quest should involve of killing empress pernelia get it head take it to the King Rymaz where he will just scouff at you. But it would trigger either a new /cmd option with the dialogue "Im glad that you have killed our biggest enemy but your betrayal are still remembered. I heard rumors that the shadow dwarves are building a new weapon against the scale you should go seek them out.
Or
That a shadow dwarf would be in SK and would be hailable who would lead you to a new quest.
To make the new aug would recuire
Pernelia Head
Ally with Storm
Maybe involve rank 3 bounty tokens alot of them ?
That way ppl would get a new option to gain the aug again. It would involve in more work since they payoff is the aug. Could even make the aug a bit worser like.
