Why is it that i cannot full screen the game.
i press alt enter but it just blinks the screen.

Because you're using EQW (EQWindows)

Hit Advanced on Patcher, and uncheck the box that says use EQW.

You can also hit alt-o in game go to video modes and change the resolution.
