Where would I submit feedback on a topic that can not be publicly discussed?

Do you know whom you want to give your feedback?
More imporant, does that person know you might have feedback for him/her?
I wonder what kind of topic that might be that you can't even tell us the actual topic, not to mention the feedback.
Quests? They aren't top secret and go to the quest bugs section. (Avoid spoilers!)
Bugs? Pretty much the same.
Exploits? Jump into #sod and yell that you found an exploit and needs to contact staff. This will most defnitly get you some attention...
