Exp debt on UB/PB?

I was wondering if this change was on purpose, or if it was an accident, but whenever a wizard lands a ultimate or primal blast, the group he is in gets an assistance penalty. Some info would be nice here.

Haha, sounds like UBs/PBs are not being counted as part of the group's damage. That's weird.

I also noticed that if as a monk you fight a mob until it flees, then FD, lose aggro and reengage, you get assistance penalty too.

I believe that one is intended to prevent Monk FD powerleveling.

... and if it is running, why would you FD?

FD can cause experience penalties, where it shouldn't. It will hopefully be fixed.

If you have aggro with another mob besides the one running?
