Escape // Purify Body reuse times

Currently the minimum reuse time of Rogue AA Escape and Monk AA Purify Body is ~50 minutes. Many other "class defining" skills like Lay on Hands or Harm Touch have minimums reuse times of 36 minutes or less. Is there a reason why these abilities are on a longer timer? I can understand the longer timer with skills like Exodus or Leechstorm, but I'm not seeing why a shorter reuse time on either Escape or Purify Body would be overpowering.

Could the respective Hastened "Skill" AA's be changed to reduce re-use times 12 minutes per rank? This would place them at 36 minutes.

I know there isn't much flexibility in the current client for altering AAs. Costs, progressions, base cooldowns, etc are all set in stone. The hastened ranks might have their reductions locked as well.

They are very underwhelming but are situationally useful regardless. The monk purify being shorter would make pulling certain zones less tedious without affecting much else so I'd definitely be in favor of it being sped up if possible. I'm just pretty sure it's not possible atm.

I wonder if that could be worked around by changing the spell info (at least for purify body)?
