I'd seen a vendor in newport selling these thigns for the maximum price possible(everything 9's basicly, and lots of 'em). My question is this, do they actually sell for anything at regualr venders and what do they do in game?

some vendors are guild vendors. the items are there so guild members can browse and see what the guild has, they then send a tell to the officer .
TADA no messing around. Free gear. One of the perks of being in a guild.

The vendor you're talking about belongs to a player who quit.. it should free up in ~20 game days
