Crit healing

All heals but the Druid complete heal have the potential to crit. Is this by design so it wont encroach upon cleric territory or is it an oversight? If it is by design, I understand, but if it is an oversight, can this be adjusted?

Actually, I believe it does crit (at least I think I've crit'd it before).
