Where can one find this spell? Was told in Erudin but couldnt find it then was told off a Travelling Aug that roams from Swot, Oasis, Nwot but couldnt find that either and been looking and tracking for a few days. Seems like nobody really knows the answer for this question. Even older wizzys say they forget where or they dont even have it.

If you have killed in city of mercy before, you won't be able to buy it on your toon. Most people get an alt to do it though.
You have to find "A travelling augur." He roams through several different zones... I've mostly seen him in south wastes but I think he roams through oasis and north waste too. Spell costs around 1-2k I think? Been a long time since I've talked about it.

He disappears sometimes based on a timer i cannot figure out, something similar to "the sea serpent" however at any given point in time there is one roaming through either the badlands or the wastes of tarhyl (oasis and sundered mountains included). He will also not attack kos people, similar to the voices in sea of storms, he sold my wizard a scroll when he was threateningly (bear in mind this was a long time ago)

This worked for me recently. It was 3k, and he took the cash like a quest turnin, not a normal merchant. (you talk to him to get the spell, instead of just right clicking)
