Both of these drop off the same mobs in Cmal but the Warrior only bracer is at a disadvantage in both ac and hp. Is this intended?
 
Bracers can drop off just about any mob in cmal1 (albiet rarely).
Shackles can drop off just one type of mob in cmal1 (again, rarely)

That may be the reasoning.

Both seem pretty rare as I have only seen one of each in about 5 clearings of cmal1.
 
As a ranger, I would rather have the warrior bracer for the extra stats. For a warrior, AC, Sta, HP are king though and the warrior only is lower in all 3 (be it only slight). The other stats are definately nice though.

Assuming all the drop rates are equal yes, but are they? Just because you have more potential chances for it to drop should it be worse then an Item shared among non-tank classes vs. warrior only? The difficulty to attain each is the same even if the rarity is slightly different.
