I would like this item to be reviewed, in my opinion it's underpowered and could use a few tweaks, here are some comparisons between it and other waist items from lower tiers.
First the Bindings themselves:
Two waist items from lower tiers:
Energized cord is from Lower Thaz Air Mini, arguably the easiest Thaz mini, Wrapped Vine Cord is from ValorB Druid
The Energized Cord and the Wrapped Vine Cord are practically interchangeable but as they come from somewhat comparable tiers I don't see a big problem with it.The problem comes when comparing the vine cord (the mildly better one) to the bindings,going from the Wrapped Vine Cord to the Bindings you gain 3 ac/2 str/15 hps/5svall/CSI 7 while you lose 8 agi/8 dex/100 mana/10 mr/+1% crit/3 ATK.While it is both a waist and neck slot item by the time you are geared enough to take down Corefire you will have already farmed UT quite a lot which leads me to another item that drops from UT Air Boss
As I said any guild taking down Corefire would have farmed UT religiously and would have seen this item drop many times, from what I can gather it's his common drop.Going from the Bindings to the Wind-worn Neckguard (backwards in tier) you would lose 6ac/CSI 7/2 Str/5 FR,CR,PR,DR and gain 5 ATK/12 Sta/4 Agi/4 Dex/10 HP/135 Mana/15 MR.
This item just seems to have an identity crisis, trying to fill 2 different slots and not doing either of them well, the gains do not outweigh the negatives for the classes on it.
Recommendation:
Make it clearly a superior item, add +2% crit/tweak the stats slightly (and add CHA to them, hybrids and straight melee need it too and it's missing from a lot of items) and change the valiance to ferocity 5.
