I think the problem is that the money does not circulate to charm merchants, since it's a rather linear path from PC to Charm merchant.
 
I read the line "circulating to charm merchants" as money going from player to player to player to ... to charm merchant. Thus, money circulates within the economy then ends up ultimately being spent on a charm merchant.
 
Yeah, that's how it was intended, most likely, but I was providing an alternative read of it.

Circulate in economic terms doesn't refer to "move once and then never move again". The PP from casinos wouldn't circulate at all, it would take a one-way trip to the charm merc.

It's an understandible mixup, but just for show pretend I wrote something smarmy here about reading, rereading, and comprehending.

Because its not like people actually win money from casinos to spend on stuff other than charms, right?

The money Girthy wins goes to the charm merchant.
The money others win may or may not go to the charm merchant.

It doesn't circulate in the former situation.
It may circulate in the latter situation.
