This cloak drops from Guardian of the Sunshrine and basically it's his weakest loot, because of such low mana. There's cloaks several tiers below GoTSS with better cloaks:

75 + (4*6) = 99 (Coralsha) and 50 + (10*6) = 110 (GoTSS), Coralsha cloak is only 11 mana and 6 cha worse, and like I said it's several tiers below GoTSS.

Now, the healing increasement on the GoTSS cloak is awesome, but if you're doing GoTSS the odds are that 90%+ of your healers would have Healing Increasement 4-5 anyway. I don't want to come across as "lol its bad for Forsaken but not for the rest of us" but yeah, I do feel that the cloak is due an upgrade.
 
But honestly, 9 out of 10 times, if a cleric is getting hit, it's PROBABLY because the tank has died, which usually means wipe. How is damage reduction for healer-types that useful, except maybe(if they get agro from slow, good chance they will die anywyas) for shamans at the uper-tier when doing mobs such as Guardian of the Sun Shrine, and beyond?
 
The cape is a tad low on mana, and it is his weakest loot, but I think it's fine. I just wouldn't wear it if I had the empress cloak.
 
Most wouldn't, if they had empress cloak. And if they could do GotSS, then empress is probably on farm status. Which makes the cloak, ow, pointless, except for the healing increment 5, but iirc, you can also get a range item from one of the TR mobs w/ HI5.

Don't sweat it, your logic is solid and your comparisons are valid, and considering that there's super common heal inc IV sleeves from mielc your last point is good too. I've said in the past that there's this nasty effect where sometimes people look around them, and all they see is the top end guild, and then they push for decisions with maybe 2% of the level 65 population in mind, but this isn't one of those times.

Anyway this is just a meatman alternative item like the werz crown, but I question putting heal increment V on it--if it's meant to be a meatman alternative item, why muddle up the purpose of it with a heal inc effect that the overwhelming majority of people who wear the item won't use? If it's someone who's new and just getting geared up, they won't want to get saddled with a meatman item anyway.
 
I would agree the cloak should be looked at and have the amount of mana re-evaluated, the cloak is lacking in that department and inside sources have told me it's one of the rarest loots, so it should be nicer than what it currently is.
 
I don't see how "make is knight usable" solves any of the problems that are clearly stated in this thread with the cloak from GotSS, please stop shitting up the thread.
 
seriously I think that that cloak has way too much AC than any of those classes need, AC of 24 when there is hardly many tank classes wearing better, how about nerfing shit down for casters?
 
nope sick of seeing tons of items for casters like that, like those bracers that drop from the gorilla which has tons of AC. Name me a 20+AC plate bracer that could be sold? Thats my point, nerf them down!

But honestly, it needs something, maybe 30-45 mana otherwise its just going to rot in some healbots inventory.

The reason they get such lucrative tank stats is that it doesn't matter. At that level, they're dead if they have aggro for more than a tick or two.

exactly, so why even bother giving them those stats anyways, makes them look better but really dosent do much for them. just like warrior/monk/rogue gear with int and cha. You dont see people making can openers to cut down trees, each item is made with a purpose in mind.
