Can't seem to find a spell...

I am unable to find the level 49 necromancer spell "Ignite Blood" I have checked the Newport Sewers Necromancer Guild, the Erudin Library, and one of my guildies checked the Grobb guild to no avail, this makes me wonder if it has been removed?
 
Me either , quit leveling my necro till its fixed. This DoT is the primary spell for a necro 49-54 and even higher. Ive petitioned twice to no avail. (the other dots/resists rate just make it not worth grinding without it)
 
Cant use ignite blood in groups anyway and in 2 lvls you get envenomed bolt
 
Since no one else can find it is it safe to assume that it is no longer implemented in the game?
