Buffbots, what are they?

I've seen this term tossed around several times both in game and on these forums. My curiosity is sparked as to what a buffbot actually is.

1. What is a buffbot? Is it an out of client macro, 3rd party bot, etc. or is it just a term used for a legitimate character who is used only for buffs?

2. If it is some sort of program or otherwise is it legal?

3. Obviously the question here is not of function as it is quite obvious what it is used for, so please avoid touching on this subject.

4. I don't at all intend to use any programs for buffing, I am just more or less curious about what it is. Any legitimate answers are appreciated :]!

Generally toons who several people have access to who are mostly used to buff others. They may or may not be played as real characters.
