blood feast?

the blood feast shaman tome seems to no longer function. in an hour or 2 of testing, i saw no procs. it used to proc frequently, and synergized really well with their runic 2, so this bug/change/me going crazy is very unfortunate, as now both druids and shamans are pretty bad :\
 
I've seen it proc this week. Was all your testing done with Alkesh's current weapon?

For buff procs that aren't on weapons like maul (form of the river keeper), divine fury and I assume Blood feast, the proc % is based off of weapon delay. Faster weapon = lower proc rate. So maybe a 4 delay weapon incidentally rounds down the Blood feast proc rate down to 0%.

Buff procs all have the same chance, or did until very recently. Pretty sure only a couple of the newest things have adjusted rates.

(Delay * 3) / 20 = Chance out of 100 (decimals count) = 1.5% per second of delay, before haste/slow. Only happens on main-hand rounds, and only once, before the first swing. Worth noting that buff procs don't care if you miss, unlike item-based procs.

For weapons under delay 7, you get an under 1/100 which might round down to 0%. Just speculation though.
 
I only have rank 1, but glancing at my logs it does fire. (I am wondering if the proc rate is the issue.)

it fired quite often with my current weapon a few days back, and ive always thought that scaling was more logarithmic, so a fast would still result in more procs. anyhow, the frequence it healed you allowing you to r2 was a very clever and intuitive way to help the class, but now its seemingly reduced or my char is bugged. i tried several weapons.
 
Did some testing yesterday, 30 minutes of meleeing, 0 procs. so maybe something has changed very recently.
 
I hear that Blood Feast (or at least the Form of the River Keeper proc) is broken once again. Sense Heading's much faster improvement rate has also been nerfed to the way it was ~2 days ago. Did a recent Halloween quest patch accidentally overwrite a few things?
 
is this tome working for anyone else? there was a front page post saying it was fixed, yet i still haven't seen a proc since. but other people have told me they get procs, so i'm confused.
 
Maybe there is an arbitrary delay necessary for the proc to work with weapons? Nothing has been said officially, but it seems like some people are having problems and some aren't. Maybe some clarity on "the fix" would help dispel some mystery about the tome.
 
thank you for fixing this. this tome synergizes so well with blood ritual and runic 2, it raises the skill cap level of the class (and fun cap) by a ton.

also, the byproduct seems to have been making all spell procs normalized. this is fantastic! the one glaring thing left un-normalized is ammo proc items. perhaps that could be looked at?
