blazing staff of inferno

hi there. today i noticed that the proc on the blazing staff of inferno changed to panic animal. what was the reason to change the proc (since the old proc wasn't all too powerful, unless i missed something)?
since i always try to make the best out of a situation, could anyone prompt me to a an exp spot with animals for a lvl 63 almost 64 monk?

I know i ve sold you that Staff...
I really do think it's an errored Proc on this weapon. It doesnt stick with the lore , and the owner of this 2HB....Sound kinda illogical to me.

it's a stick with fire that panics animals.. doesn't sound like a bug to me, sounds pretty darn logical

The bug comes from the proc changing for no real reason (it used to be a DD?), I think.
