Not sure if this is going to help you questers. But I've frequented GSM a few times. The Silver Crown, my faction, likes to hang out in pretty much every single hut and building along all the roads there. If I was a soldier with information, I'd probably keep it inside for safe keeping.

But naturally, I'm assuming most of you notice the guards etc. So you've probably checked a few of them.
 
If it is anywhere in GSM, I have checked it.

Even camps that don't have any Silver Crown, such as goblin camps and undead camps.

I've stuck my head in fireplaces for goodness sake.

The only logical conclusion I can come too is that the spawn time is too long, or its hidden under some bushes somewhere.
 
Have you checked the script given by the blackscale NPC recently Waldoff ? Just checking, because I reread it today, and something is definitely weird.

That the problem with the text the NPC says. THERE is where something is wrong but I don't know if I can fucking say it.
 
OK I think I have compilled about 45 ground locations, prolly missing a few I forgot or that I never saw up.
I've been working on this for an hour with Yona as I completed Blackscale with Wooma already, here are my results : (hard to keep track of all)
16 documents unnamed
10 (yeah TEN) duplicate lore items, with 4 LD's in which 3 without messages ; settled one with escape and 2 with killing silver crowns, which I dislike to do since the Order clearly states one shouldn't YET kill any silver crown. BTW I don't understand why I get dup lore LD's while I never had any on Wooma o_O maybe because with this char they're not on me but n bank.
This took me about an hour to check all places doing only this (up to this post's time) .
I found quite a bit of places that I never saw up before (I checked super hard) maybe about 11 or 12. I can affirm you recently added documents locations, I'm sure of myself.

But still BS stands for BullShit at the moment.

EDIT : WTB all people who got the caravan schedule ; so far I know of two. And any people for whom the bottle neck isn't the schedule ?
 
Just noticed Wold claimed yesterday 10 documents are up ; I found 10 this morning and only two types. Perhaps one or more were picked up inbetween and other(s) popped up, but how is one of the documents so rare compared to the others ?
EDIT : was talking of NAMED documents

I'm not on this quest (heck, I'm not even Blackscale). But from these posts, did you guys ever consider checking Silver Crown camps OUTSIDE of GSM?
 
I did. I checked the SoS one since I was at the GSM docks when it occured to me. There was nothing there and I came to the logical conclusion that they were only in GSM.

I'm not on Silver Crown. I don't even know where their goddamn camps are. I only know where the SC camp in SoS is because I used to aggro them on accident while doing my MQ.

SC Camps with quests: Heartlands, GSM, Everfrost, WBL, Freeport Docks.
SC Camps w/o quests: SoS, Lfay, Newport (SC HQ)

My money is on the Lfay camp here since it is close...
 
If the document is found outside of GSM, I think the quest text and journal text needs a serious rewrite.

If it were just me having trouble I would never say that, but this many people is a bit on the ridiculous side =/
 
I have now found the final document, I won't post here where I found it but you can click the link to the wiki article on the first post of this thread.

Now that a spoiler exists for this quest I don't know if Waldoff wants to change the quest text to hint towards this ones location a little better, but I believe you should so people don't have to get frustrated and turn to the wiki for it.
 
a number of people have done this quest without a problem in understanding the exact text read it again and you will see what we saw when we first read it.
