I vote this item gets better stats and the foci removed altogether. Obviously everyone will be using the Range Increment shield for the rest of time and will never need the focus from this item.

One patch later: item is unchanged with the exception of the complete removal of a focus effect. Oversight? Nerf? syduck:

The stats are fine, and you can't complain about overlapping focuses if it doesn't have one.

If I did follow any of your suggestions we'd just be setting up the very same arguments a little farther down the road. Thus my oh so subtle:
