alchemy vendors

can there be an alchemy vendor put under the newport docks at night? It's kinda frustrating not to be able to skill up at night when you run out of stuff to combine

i'm not sure if this will help, but the alchemy vendor in athica seems to be open all night, i think....

As well as the alchemy merchant in Sadri mal - open 24 hours...

But adding an alchemy merchant to the area under the docks would be a nice
