Adverse matrix affect (I move/jump slow)

I've been playing SoD for a month or two w/o issue. My raid 0 corrupted and I reimaged which fixed it. However, about a week later I now have some really odd grafix/gameplay issues. I seem to be running in slow motion. I have RS3 and get passed by ppl w/o. I cast selo's/sow and there's no change to my run speed. I also take two seconds to complete a jump. I slowly crouch, then in slow motion jump into the air and land. The onset was random. I kited two island giants fine, the next spawn it quickly got worse. I'm also noticing the same problem on my bst.

I've check the obvious game play issues (weight, ducking, run/walk) and they are all as they should be.

I've tried binding the game to each of the four processors, and not binding it at all. I've turned off the speedstep which gave me about 4 sec of regular run speed before returning to my snail pace. I also confirmed that I'm running in desktop/ac power mode. I've gone thru almost all of the 135pg's of threads on the tech supp page trying to find something that will work.

I'm running an XPS notebook w/ 2 duo-core processors at 2.8ghz, vista 64, w/ 4gig ram, on a raid 0 HDD config, and a Nvidia 9800 SLI 1gig video card.
 
You've already tried my suggestion, but run speed is entirely client side and any slow down would be explainable on your end.

Wish I could be more helpful, but I definitely recommend experimenting. You may come up with the solution so I know what to say next time :p
 
My only suggestion is one you might have already seen. Is your machine overheating and slowing down?
 
I don't believe it's overheating. It sits on a space pad, so there's free air flow, and the fans are pretty beefy. I also turn the system off at night to let it rest. I've checked for dust build up as well.
 
If it's a laptop....

Are you using EQPlayNice? If so chances are your systems Power Settings under your Display options are most likely set to Laptop/Portable which enables the "Intel Speedstep" type feature which will make using this combination cause this slow motion effect.

There are two options if this is the case, don't use EQPlayNice, and leave Intel Speedstep on, but this will most likely cause your CPU to tax at 100%.

The other option is to change your power settings to Desktop/Office and then continue to use EQPlayNice.
 
I am using a laptop. I've never used EQplaynice. I did confirm in my previous troubleshooting that I am on desktop/ac power setting.

So I played around a bit today. I left the processor unbound, and turned speedstep back on (my bios is set to drag the cpu down to min speed w/ it off, or so I read). I got several min of almost regular running, unfortunately it wasn't enough time to kill the giants I tried kiting. That's actually the most I've been able to get out of it.

Could there be an issue w/ my video card drivers?
 
I am at a loss... I've reinstalled the video drivers and physiX drivers, reloaded the game from a previous save. And still I have intermittent run speed issues. I need suggestions!!
