As I recall my time spent playing a Shaman on Live, the Shm Pet doesn't increase lvl as you do. The lvl 34 pet is always lvl 34, possibly even lower(can't remember if it cons white at lvl 34). So when your lvl 38 Shm is fighting a lvl 38 mob your lvl 34 pet will hardly damage anything, even if it manages to hit the mob. But once you hit 39 your new pet will start racking up damage again.
I used to duo with a Pally friend of mine and lvl 38,43 and 49 seemed to take the longest. All because my pup wasn't pulling his weight any more.
This may not pertain to Mages' pets and for all I know is completely wrong thinking for SoD.
