What's the slow % on Fury of Light, and does it have any effect when combined with a real slow?

Also, does act of valor really work? One day, after people stop yelling at me to get more HP (in the random dream that I become some sort of tank), will it be useful for that situation where your main tank's life is more important as yours, and you already used your other two useful skills?
