WW Change - Quest Issue?

Part of the Sunbane Bracer quest, requires a greater drake hide, which used to drop off of Dokjarn in Western Wastes.
He used to spawn directly infront of Siren's Grotto, and had a PH drake.

The type of drake that was a PH (blue, CHing) no longer spawns, and I think this may have messed up Dokjarn's spawn.

I've been regularly checking that spot (and most of the zone via track) since the revamp and haven't seen Dokjarn.

Has anyone seen him? Is the spawn indeed bugged?

He's still in the game. He's just chilling somewhere else now.
