So I got this item the other day, and it is intriguing. I was mostly curious about the effect, as this effect is bought off a normal vendor for whatever it is like 50p and it is a nice convenience but not really all that big a deal.
Was thinking that I have yet to see an item with +mining on it and would be cool if this item could get a boost like that (I don't know how much of a skill mod would make mining that much easier, as I don't really smith).
Were it to get a mining mod, I'm sure the drop rate would have to be looked at/reduced as I'm not sure how common they are (although I have never seen another drop/for sale.
