that spell can only be used outdoors which makes this weapon lose some of its value anyway to make it so u can use this spell indoors? majority of exp zoens are indoor once u start to use this weapon and its effect is rendered useless.

from a RP perspective, it is easy to see why the spell is outdoor only.

ya so why not put a dif spell on it or something :/ isnt there another air spell? or maybe add air elemental stun spell to it

Or, maybe, just use another weapon if you dislike this proc so much.
