Where is BoL spell ?

I'm looking for the level 15 Paladin spell "Blessing of Light" which says it's a self-only heal.

Is it a quested spell ?
If not, where can a Halfling purchase this ?

I think I saw this one on the orc vendor in Oasis when I was buying my druid ports...
