What tier can I pug in?

I'm taking the advice of the other fresh 65 thread and saving up for a 38k charm.(Almost halfway there)

I'm just wondering if I could survive a tier3/4 pug or not. I really want to try and pug for some relics, but don't want to be useless or not able to survive.

You can pug in any content regardless of being useless because everyone and their mother is so overgeared for content that it doesnt matter if you die before 90%.

I think you'd be fine in a t3/4 pug.
