What does singing skill mod actually do?

I've been wondering if there are any measurable benefits of having a singing skill mod boost. It doesn't work as instrument mods. Does it really do much of anything as far as helping the effectiveness of a bard?

As an example: (I have no singing/instrument related AAs at the moment)

Using the howling blade which has an instrument mod of brass 2.0 you can effectively double the stat effects of a song such as song of the blademaster (uses brass skill).
Without any instrument mod, its +37 str, +37 dex, +57 atk.
With mod = +74 str, +74 dex, and + 114 atk.

Using Psalm of the 4 which uses singing skill = +75 to all resists.
Equipping 2 items that have a +12 singing skill mod each (Emblem of the Jester and Whiperwing Cloak), the resists are unchanged.

I'm guessing this skills associated with the 2 items I mentioned above are doing as intended, but I have to ask in case there is a chance I could make my singing based songs 24% more effective or 12% if they aren't stackable. Not saying that it should be easy to get singing mod items, but considering there's a relatively new starting bard quest for the sash of the bard fthat has a 10% increase in all instruments, is there any chance of this being changed?

Any constructive input would be greatly appreciated.

The two items you are talking about modify your skill in singing, not the actual effects. So instead of singing 250, you are closer to 270 or so, which means less fizzles. The only singing mod items are all instrument items, except for seraphic voice and Thaz(high end raid zone) armor.
