Weapon Procs

Is there any way to calculate when a weapon will proc from the required level. I am using a weapon that requires you to be level 38 in order to use, I am now 46 and it still says "Your will is insufficient to command this weapon" whenever it procs. It might be different for every weapon, but I was curious.

I also get peeved when I get a proc item only to discover it doesnt actually proc until X levels later, so here are some solutions.

1) Match the proc lvl requirement to the weapon lvl requirements.
2) Reveal proc lvl with an ID cast.
3) Make a thread in the tome of knowledge detailing every weapon with a proc and the corrosponding proc lvl.

4) Players make use of the Wiki that is linked on the main page.
