I completed the Quest exactely as Vingrin requested. Including the long time spent camping Barbtail. I returned the gathered pieces to him and the Dragon came to life. I made sure that I pulled the dragon away so he wouldn't kill the little guy with his AE. When I defeated the Dragon, Vingrin called me over to him and I thought I was finally going to get the wand. When I hailed him I received no response. I continued to hail and nothing happened, I even checked my faction to see if I had somehow made it so he wouldn't talk to me. It was still the same indifferent I had before when I received the quest. Finally, while I was standing there trying to chat Vingrin up, the Clockwork Dragon suddenly reappeared next to him as if the whole thing had never happend.
The server did its nightly reset about 10 mins after this, but I don't think that is related. Is this a bug others have encountered? And is there any chance of getting my precious wand I so desire? Unfortunately, all the components are used when the battle starts so I would have to start completely from scratch. I can send in a screenshot of the text of the battle along with my attempt to rouse the Tinkerer from his slumber if this helps.
