Vessel of Althuna

I have a question about Vessel of Althuna (level 65 cleric spell).

What are the effects of this spell? I was able to test and find it adds 9 to 10% to my heals, but I have heard it has a agro modification effect.

Kobex's spell parser lists it as:

Increase healing by 10%
Increase aggression multiplier by 80% (so its really -20% agro generation)
