I'm not sure how long it has been going as I'm not looking at my fomelo every morning while I brush my teeth, but I noticed this mask, which used to drop off Thaz 1 got a change in which Magic focus went from 6 to 4, and 10 magic dmg was added.
It would not sound too much like a nerf for melee classes which mostly use procs but for the listed classes (INT casters) it usually is a negative tradeoff as from 500 base dmg only the spell starts to gain less power.

On top of this I feel a 6% focus was in line with the tier of this encounter, 4% being often found in lower zones (like Stronghold of Enthann comes to mind).

Also did not found many other drops that were hit that way although I have not looked too hard. Don't know if I'm totally off on this but looks to me it was not deserved and wanted to bring this up.

Also noticed Zalnok's Frontal Lobe retained its Jayla's Impact despite being right below this encounter (Upper Air), same for Glacial Eye from Upper Water.

Those things don't drop anymore so i wouldn't worry about that, but that have a 4% magic focus seems like a oversight, since LT is supposed to be like T10-11 and id assume UT would be 11-12 and a 4% focus on anything from T11 or 12 is waaaay out of line itemization wise.
 
Adding 10 magic dmg to compensate was clearly intended, maybe there is an explanation behind that but tbh I agree with Eis atm.
 
I found the pendant of water and the dingy earthen trinket not really changed or not at all. Why just the mask then ?
 
This was, in fact, a typo. I was told to change this from 6% to 7% Magic Focus and used the wrong ID number. It will be fixed in the next patch.
