I completed Mira Shahar's portion of the Shahar Cipher before talking to Hyvek Vahl. Hyvek is supposed to offer a quest-line for the Vahl Cipher. I think completing Mira's quest-line before talking to Hyvek messed up my flags as he now only wants to tell me stories I've already encountered.
I've sat around in the camp for endless hours and have gotten to hear the chatter between him and Mira about the first ruins exploration team so I do not believe this is the issue.
If someone could look into my flags for me so I can progress it'd be a big help.
