Vah Shir in Echo caverns

I saw some Vah Shir guards in Echo caverns. Is this where you start if you are Vah shir? What kind of faction hit would I take if I kill the guards?

Vah Shir are not available as a playable race in this game. If you would like to know why, open up a Vah Shir on the character creation screen and read what comments have been made where the racial "flavor text" would normally be.
