Vah rogues kos in Newport Rogue's Guild

I wasn't sure exactly where to post this but since I am being prevented from doing my rogue guild quests I figured this was as good of a place as any.

I have a vah rogue and all of the rogues in the Newport Rogue's Guild are kos to me. I asked another vah rogue if they had the same problem and they said that they were kos there as well. So I am assuming that this is some sort of bug since it prevents any vah rogue from doing their Newport Rogue's Guild quests. Also I was told that Newport is the only place to fence items, and if that is true then this bug is preventing vah rogues from fencing as well.

I just leveled up a vah rogue and yep. I was killed on sight.

I thought maybe I had to go to the bard guild and pay him 10 plat, but that NPC wasn't any help.
 
I knew I forgot to announce something... Vah Bards should be good too, but if not, I'm not responsible for your murder.
