most people are probably aware that movement speed effects don't work underwater—buffs like SoW don't affect swim speed. Snare spells don't seem to work either (though root does), and this includes the snare components of beneficial spells like shaman torpor line and (presumably, though I still haven't been able to test it) shaman runic 1. (Maybe some shaman who has r1 could confirm this, but I'd be a bit surprised if it were different from spells like snare and slumber of the beast.)
So what I want to know is whether it's considered legit to use spells like torpor or shaman runic 1 underwater, or if this is considered a kind of exploit in that you'd be getting the benefits of the spells while avoiding some of their major drawbacks. Obviously I think it'd be nice to be able to use these spells on underwater fights, and a little bit lame if these spells were just forbidden by fiat under these circumstances, but I wouldn't want to be doing anything considered exploit-y.
I guess another option might be that there might be some way to make snare components work underwater, though I have no idea how easy/possible that would be for the devs to do.
