Trouble with Combine turnin

I collected enough combine gems to upgrade my Ornate Stormwoven Silk Robe, and everything went fine. When I went back last night to upgrade my Ornate Stormwoven Silk Leggings, the elemental returned the legggings and two Peerless Lavastones to me. I have the Sundered Amulet in my inventory, but I am not turning it in with the leggings and gems. Even though his text said two stones, I tried it with both one and three stones, none of which succeeded.

Got it now- The key he asks you to have in your inventory is the key to zone you into OP, not the key you need to open the first gate. Since he says it to anyone who hails him it's probably not a strat leak Felyn =P
