Does anyone know if the regeneration amount scales with gear and buffs? Also, does the +15% regeneration effect work with stamina regen spells? Does the regeneration also affect stamina?

Not 100% sure but I would guess no just for the fact that no other racials scale.

There is no stamina "regeneration" in the game so I would again guess no.

and to save myself from explaining myself in the near future, I'll just leave this here....

Stamina regen is not a mechanic that exists. Period.

Acumen and those other reduce stamina drain. It's really a huge difference.
