what is run speed for tboots compared to sow and how much do tboots sell for?

Sow>Tboots>Run 3 AA

I don't recall the movment % boost exzactly but I thought run 3 was like 50% Tboots 60% and Sow 70% or something a long those lines.

They vendor to NPC Vendors for 530pp if I recall correctly. As far as players buying them.... Good luck. I see people trying to sell them for 600-800pp, thier really a hard sell to players due to limited usefulness.

No, donator boots are much faster, but break as soon as you cast a spell or attack.

T-boots: +45% if lvl 50+
SoW:+55% if lvl 50+

So, SoW is ~7% or 10% (depending on how you want to look at it) faster than T-boots. This is considerable if running long distances.

Donator boots cast scale of wolf, like gunder said. The buff is lost on attack / cast.

They actually cast "Scale of the Gold Wolf," which is similar to Scale of Wolf.

Donator boots and scale of wolf are both 100%
