Tracker Orlin's quest (lfay) ATTN Temellin

I cannot get him to give my warrior the quest, is this specific quest designed for a limited number of classes in contrast to the charter? he's got indiff factions, and my ranger with dubious factions is getting the quest.

Was there any intention of making this quest for all classes? or a limited few.

Pretty sure it is for a limited class set.
From my own experience, it works for Rogue/Beastlord, no response to a Cleric/Druid/Paladin.

Where may i find this 'Tracker Orlin' besides Lfay (i meant more spcifically) and what level is the quest? wiki doesnt know yet, so i intend to fill it in
