Town raids

I was thinking maybe a division of NPCs can raid towns, and you can kill some for faction of that town so you don't have to kill 200 Gnolls or 100 Bandits. And it would be pretty awesome seeing a group of Crazy Barbarians killing everyone in Newport! Coming on a boat (if it's possible) and killing everyone on sight (Except merchants, if possible).
