Those Who Fall Far -> Those Who Hunt Hunters

I'm trying to get the 'kill Raptor' quest to trigger so I can work up 5th seeker aug.

Must you kill all four of the targets in Those Who Fall Far to get Those Who Hunt Hunters to trigger? I seem to recall reading posts by others in Discord that you only need to kill 2/4.

I've killed 3/4 and TWHH isn't prompting. Normally I would treat that as sure a sign as any but I wanted to confirm before I waste time tracking Vaixzv.
