Taroceth the Decaying - MQP3

I'm doing the Main Quest Part 3, and I decided to choose Taroceth's path. He asked me to collect four "Ranger's Heads." I did and went to turn in all four of the heads but he gave them back to me. I figured that I might need to turn them in one at a time and he accepted them all until the fourth which he turned back to me.

The same thing is happening to me, but I cannot turn in any amount of heads, he gives them back instantly.
