Tal'yan Heads

I keep getting them given back to me from the Ogre warrior guild master. I'm at dubious but hailing him leads me through the quest text asking me to give him Tal'yan heads. I've tried turning in 1, 4 and all 9 that I have and he always hands them back. I did the quest before on another character but it was before the patch that gave an experience reward for the quest. Has anyone else had trouble with this?

Yea the tower at the first bend - at the top.

That's who I gave them to. I don't know why I thought he was also the warrior guild leader.

To clarify I mean that is who I gave them to when I get them handed back. For some reason I assumed the guy at the top of the tower was the warrior guild leader I don't know.

So to clarify: Captain B. at the top of the tower gives me all the quest text for turning in tal'yan heads but when I turn them in he gives them right back to me. I
