An idea I've been toying around.
There are times, even when the boats are fairly stable, that a boat simple dissappears after you zone. The other evening I was going from Erudin, zoned into Storm Sea, and the boat dissappeared from under my feet. Taking the time to swim to the Island, wait at the docks, travel back to Erudin, then head back toward Newport takes quite a bit of time.
Seeing as how some druids spell works, for example SoW and Treeform, how they can only be cast in certain places, I think it'd be extremely reasonable to make the oceans that the boats normally travel, zonable, while disabling certain spells in the water in those zones so that people can't Lev+Sow all the way through the zone just to be faster than the boat.
I know this is a possibility, as in (for example) Shrouded Island and Mistwoods, there are certain places you CAN cast Treeform, and certain places you CAN NOT. If flagging Lev, SoW, and certain bard songs, in the same way would prevent people from running at Mach speeds over the ocean, then the ocean should be swimmable so that when the boat isn't too kind, you can simply spend a little less time swimming it out isntead of getting into a boat loop.
