Swearing to Enthann

So I went through some quest text last night to try to swear to Enthann. I started in Athica and spoke with an NPC in the paladin guild. He told me to go to the arena and speak with someone there. I did and that NPC told me to zone into PoVa. When I did this, High Priest Ritius was not there to speak with and several of the NPCs there told me to speak with him. How do I get him to spawn?

Are you sure this is the case for all deities? A guildmate of mine swore to Enthann while he was in PoVa. He got the gate neck and swore to Enthann while doing his augment quest.

Yeah, I had to go to Sea of Swords. Apparently this mob was spawned on accident for my guildmate. Thanks!


P.S. Enthann is the best, CN ftw
