stuck MQ after speaking to 8 people

I've finished speaking to the 8 people william defer told me to find, after that the wiki says to go back to him, and he instructs you to go to the lady in SoS, however when i hail willam, he tells me i have spoken to all 8 people but nothing else. Am I doin something wrong or am I bugged?

There's a chance that Defar is not your quest NPC? Check with the other three NPCs, or if you want to throw your race/class out there, someone may be able to tell you which NPC you need to hail. I noticed that all of the NPCs will give you an accounting of how many of the eight you've spoken with.
