Stretched Textures

I would first like to point out that my problem sounds like this:

"I'm experiencing model wierdness, such as miscoloured armor, backwards faces, etc
Your cached textures are corrupt. You can either simply turn of texture caching in your options (before logging on), or if you're a more advanced user you could delete your texture cached files"

Problem~
When ever my camera is close to something Such as another player or a monster when in first person the model and texture will stretch to no end (Looks like the texture will go on horizontal for ever. Objects that move (Boats, Tubes in Cmal) are when up close a giant smear of textures and polygons . for example when on the boat I will see a Texture of the beer bottles on the shelf cut the boat in 1/2 and continue on for ever like a giant wall.

What I've tried~
I've tried Turning texture caching off does not help.

What I use~
I'm running on Windows XP64 (I'm guessing the problem is with this).
I ran SoD fine on my old PC IE single core P4 no problem.
My current pc is a Quadcore.
 
Are you using a Nvidia 8800 or above video card? If so that's your problem, try playing in 3rd person.
 
Try setting it to either the first or second cpu only. I think the code, at least before, was setting it to 1 and 2 if you use 3 or 4.
 
Can 2 boxing Fry your GFX card?
My old GFX card Nvidia 8800 GT started messing up really bad with wrong texturs on things and such.
My new GFX card GeForce GTX 260 MaXcore 55 is starting to experiance simolar issues kinda scares me any one else fry GFX card from boxing?
