Where the hell is Sentinel Jeorg?

Talked to Captain Vazan, told me to ask around for him. Talked to the sentinels by capt.V, said to head to his hut and talk to his drunken buddy. Talked to his buddy, got a

"Jeorg? Schwat? *Hic* Oh I schee. You found out... Wellsch, You won't have much usch of that!"

WTF?!?!?!
 
Drunken buddy knows something, so he is aiding and abetting a criminal. Put him to the blade!
 
Ugh.

Took off the praetor's head. Looted teh scrap of Evidence. Gave scrap back to Vazan. He sent me to find 'the enforcer'. /sigh... any more hints?

Yeah go to the enforcer (lucky if he's up), he is in the building opposite of bank (kinda), the building has 2 doors, then a extra door inside it, enforcer is inside that room, it's only enforcer and some slaves in that room (notise the injured giant outside enforcers room), when you give evidence to enforcer the injured giant will despawn and Joerg will spawn in his place (Joerg is on indiff faction, killing him won't give you a faction hit), loot strongbox and head back to Vazan for faction and a gem reward.
