I would put a No-Kill-Items-Turn-In quest in all of the starting cities where a player could level to 65 in a couple days of average play time with no sweat.

I have to disagree, I don't think getting to 65 should be something a new player can do in a couple of days no sweat from No-Kill turn ins. 1-64 are training levels, levels where we learn our class roles, learn which spells accomplish what tasks best, what skills do and how we can use them in creative ways to do what we and our groups need done. It isn't just about skills being high, it is about the player themselves gaining experience (not xp points, I mean the person is learning by what they experience). Getting to 65 through No-Kill quests means we wont know how to hold aggro, how to shed aggro, how to effeciently heal, how to CC, what buffs are needed and on whom, and a variety of other things we learn from playing.
Also we would be bypassing virtually all low end content that we have now in favor of the "easy route." Though this will sound harsh, I think saying it bluntly is best. If someone wants an easy way to to hit 65 without really learning how to play, there are high rates servers out there, some will even let people start at higher levels.
